Classic VSS problem. Go get a new one at the junk yard.

check your connection at the vss, i had the same thing happen and ended cleaning the connector because it had too much resistance and only worked when i drove through water https://honda-tech.com/forums/images/smilies/emsad.gif

so check that connector first!

yeah whenever its cold out with my car, something causes the speedo to act up. If i punch the dash hard enough than it works and it jumps up to 180 then it comes back down to 30 (speed in which im travelling)

probably got a bad replacement vss. but still check for any obvious breaks in the wires as well as moisture around them.
