eh3 does mean that the hatch came with a 1.6 liter.
im not sure what 1.6 it is, but
i can tell you that all you have to do is google "Honda Vin Decoder" and youll find a site that explains everything...probably one on here somewhere.

I think most Civics destined for sale in North America are made in Alliston, Ontario, Canada. Just because your Civic says Canada on it somewhere, doesn't mean it's a CDM Civic. It could very well be a USDM Civic.
Like you've already been told, there was no SiR in North America until 1999 with the Canadian EM1. Your Civic is definitely not an SiR. If it came with a power moonroof, you have an Si hatchback that came stock with a D16Z6. Why don't you think the Z6 is the one that came with the car?
