That looks like a 99-00 Civic to me.
The orginal Mugen front bumper was made for the 96-98 Civics. But im sure some fiberglass magician has one made for the 99-00.

Yeah, that is adeffinatly a 99-00 hood and lights. But like Mr. Shin said Mugen only made that front bumper for the 96-98 front end.

I'll trade you front ends ... you can even keep you lights - and have mine.
You would need the fenders, lights and hood. I would also need your bumper and grill.
