Mugen active Gate braking system ..?

Would these work on an dx hb if you changed the rotors out with lug ones ?

No, you will need integra knuckles atleast if you wanted to keep it four lug.

ive heard that the rotors used in this setup are $$$$$$, and the calipers are stock, i wouldnt do it.

Yes, the calipers are standard S2000 issue. However, they use 300mm rotors, which is a much larger rotor compared to the Civic piece BY FAR. So anyway you look at it, it'll be a HUGE improvement over your stock Civic brakes.

Easiest way to acheive that setup is to start with a Type R 5 lug conversion. Which will probably be more than enough for most people.
