MPGs and HCs?

MPGs and HCs?
I recently swapped out the d16z6 for a jdm b18c and have no mods except for the HKS exhaust that was used previously with the d motor. The downpipe on that exhaust is 2". My tires are 205/45/16 and my camber has been corrected to < -.5 degrees all around.
Under "normal" driving, what kind of mileage do you guys think i should be getting? I'm averaging 20mpgs. Can that be right?
Also, I barely passed the smog ref's inspection registering 88% hydrocarbons...the max is 89%.
Any suggestions to improve mpg and lowering the hc level are appreciated.

I live about 25 minutes away from the ref and I assure you I drove it hard all the way...5k-8k minimum almost all the way. the car cooled for about 20-30mins for the visual inspection...could that have cooled the cat down too much and reflected those numbers? plus it was 7am.

I drove pretty conservatively for three fill-ups; shifting at 4k at the most. still i'm getting 19-22mpg.

dang my friend's JDM B18C (R) swap has been getting somewhat low MPG as well. I'm not sure if his is that low or not, though. My GS-R w/ 158K miles still gets 30+ on the highway, maybe 24-26 in the city even if driven hard.

i can't figure it out. some people are saying it's because my tires are 205. some are saying my wheels aren't aligned. some people are saying JDM motors drink more....
