Default More on O2 sensors / lousy milage

My 97 EX D16Y8 automatic is getting lousy milage in town. I've replaced the plugs, distributor cap and rotor. The car seems to run and shift quite well. I've had several recommendations to replace the O2 sensor(s). Question is ....would it most likely be the O2 sensor at the exhaust manifold or at the converter ..or both ?
Thanks

First, rule out the ignition system and ignition timing. Check gap on all plugs, check timing, etc...

Most of the time, the O2 sensor(s) is/are bad.

The primary O2 sensor (exhaust manifold) is the only one that would have an effect on your mileage.
