Icon2 mini-me wont start

so i decided to upgrade my fuel system today i have a d15b78 with d16z6 . since i was on the way to puttin my turbo kit on i decided to start with the fuel system, so i installed walboro 255 pump, rc sh4-750 injectors and b&m fuel reg, fuel is at 44-46 psi at rail (which is where it needs to be says the consensus of the local shops), car wont start at all, pull plugs soaked, clean them let everything dry for an hour or so try it again, car doesnt even act like it wants to start. do i need to switch plugs (from ngk tr5) do i need to reflash my ecu? or what direction do i need to go in? thanks for all the help
