mini-me strange idle issue

mini-me strange idle issue
Hi guys... my brother just got done rebuilding a d15b7/d16z6 mini me to drop into his hatchback. We got everything running great and timed correctly, but upon taking it for a test drive discovered that it idles very low sometimes while the car is moving and the clutch is pushed in while not giving it gas. He says when he comes to stops the car idles very low and shakes a little, and makes him feel like it's going to stall. Also sometimes when taking off from stops it continues to 'chug' or 'misfire' for a second or two while gas is applied, and then resumes accelerating normally.
The engine was just rebuilt (complete teardown and rebuild) and is still within the break-in period, so he didn't want to WOT it.
We triple checked the timing... so it's not that.
He was having trouble testing the TPS sensor (it's about 20Degrees out) and we're just hoping to get some pointers from you guys.
I've read that it could be TPS, IACV, or distributor.... as far as the dizzy goes the coil is new, and so are the cap, rotor, plugs and wires. (plugs are gapped correctly).
We could really use some help on this one... anyone had this happen that could shed some light on this for us?

The first thing I would try is pulling off the IACV and cleaning it thoroughly, this seems to be the most common issue that I have seen...and it's very cheap to do..

Thx for the replies guys.
He is going to take his iacv ot and clean the bejesus out of it... also going to double check the intake manifold gasket for leaks.
Dont think it was fuel filter as the car was running great before the swap a week and a half ago...
Keep the ideas coming, and ill update as I find out more!

alright.... sorry it's so late, update time.
so.. we have tried three different IACV's (all cleaned and known good) and discovered that two connectors were mismatched.... fixed that issue, car still idles super low and shakes, and also stalls 75% of the times when you come to a stop (pushing in clutch while coming to a stop)
upon further examination, found out a couple coolant lines were mixed up (fixed those) and it still does the described problem.
My bro has even gone as far as purchased a Phearable.net Chipped ECU for a mini-me swap.... STILL DOES THE IDLE/STALL problem and STILL hesitates incredibly until about 2000-2500rpm then it runs AMAZING.
You can be taking off (say around 800-1000rpm) and MASH THE GAS PEDAL TO WIDE OPEN and rpm will SLOWLY get up to 2300-2500 and then from around 2500 to redline it's very quick to rev (like it should be).....
I really don't know how to describe it better than that... except it just seems like the car has a TON of lag under 3000rpm and it idles so low that the engine shakes, and tries to stall.
We're reallly close to wit's end with this car... he has been talking of scrapping it because he's so pissed at all the money he's put into it and this problem is still there.
I greatly appreciate any more help you guys can offer....
