get anything...and then get it chipped
you'll get more fuel and timing with a proper chip that will make more power, and you can have anything else you need put into the tune. you can even have a non-vtec converted over.
J.Davis can chip you, cause he's the best, damnit

The P08 will not be better, cause it's tuend for JDM high octane gas, and in general will sputter.
P28 is your best choice, stock, chipped P28 is the upgrade from there.

only difference is the rating used in JDM land for gas. Japan/Europe use RON rating while we use pump ocatne which is (RON + MON /2 ). JDM RON 98 octane gas which is recommended on a 11:1 ITR works out to our 94 octane. while the recommendation on the VTi is 92 RON or higher which works out to 88 pump octane.
now as far as programs on the P28, there are many choices, the stock JDM P08 is great, it does run leaner then the P28 especially in the low end. I have had great dyno results with a RPT made chip on my JDM d15b. check my sig
