you can take the belt off the pump but you wont have the same feel as a manual rack.
i have it that way on my car and it is fun to steer the car with 6.5 psi in slicks.

You can depower the rack like boosted said, but it is a noticeable difference. The manual rack in my old ej was fine, if anything I would say swap the racks over depowering. You can damage the rack and it'll wear faster if you depower/just pull the **** off.

Here is a conversion write-up that I did.
It's easy, and well worth it. There is no need to swap the entire rack. Besides, the power steering ratio is higher creating quicker steering.
