Default major car problems

my civic with a 95 ls is running way 2 rich. i have the b&m fuel gauge on it and it says that im getting 65-70 psi of fuel on a stock motor. i pulled the plugs they are black and smell like gas. so far iv changed the pump, adjustable regulater,stock regulater, filter, checked all the lines. when i turn on the car it idles fine starts fine but when i give it gas it bogs i checked the timing over and over but still the same problem. if anybody can help let me know. thanks
ps. the motor is in a 96 civic obd2

so you have an adjustable FPR and you still can't get the fuel pressure below 65 psi?

i would say you have a blockage in the return line or a bad regulator, but someone else will come up with some other ideas. thas all i can think of off the top of my head.

then I would guess your return line is clogged.
