theres a turbo ls/vtec around here and its the fastest car in town, runs upper 10's

You aren't telling us the application.
You aren't telling us your budget.
You aren't telling us what you have to work with (tool and parts wise).
You aren't telling us your horsepower goals.
Yet you want us to decide what build is best for you? Or is this not for you? If it's not for you it seems like a generic opinion question in which case it'd be better suited for the GDD.
