ls/vtec in ek, but... no vtak??!!

ls/vtec in ek, but... no vtak??!!
98 civic ex model
Engine:
99 ls shortblock
89 obd0 b16 head. oil galley in head is plugged and back or the head is plummed for oil feed for vtec.
blackworks oil sandwich (-4 line feeding the head for vtec)
goldeneagle dowels
b20 oil pump oem honda
new main and rod bearings (all plastigauged and with in spec)
Ecu:
p28 with chrome running tune for ls/vtec. engagement at 5500
boomslang jumperharness.
engine will not switch over to secondary lobes.
Thought is was the ecu, so i put my ecu in a freinds car and it worked fine.
Next i thought it was the vtec solenoid assembly, same thing installed this on my friends car
and it worked fine.
NO CELS!!!!!!
NONE!
What am i overlooking?
The only thing i can think of is that when the person plugged the oil galley in the head they drilled to far into the head and oil pressure is going back to the pan?
Last time i buy a assembled motor that is "good"......

not sure how much this will help yah....
there is a way to lock vtak compressed air blowing through were the vtak solenoid bolts to the head, i'm not sure how to do it, but i'm sure you can find some way to do this and it will confirm that there is not an actual mechanical problem.
there is also a way to test the vtak solenoid, or use a multimeter to check if you have the adequate voltage from the ecu to engage vtak.

solenoid is good, it works on my buddys car.
i will test the voltage at the solenoid at engagment and report back

update:
started car and ran untill it was at operating temp.
power probed the solenoid wire (unhooked from harness) and still no vtec.
wire on harness is getting power at 5500 like it should.
Maybe a re-re question, but could bad lma's cause vtec to not engage?
