For the idle issue, a common problem is the IACV or FITV. Here are instructions from the FAQ on how to clean them:

For the pothole issue, you will get better answers if you post more info about what you currently have on your car. What springs, tires, and wheels.
I had 17s with low profile tires on a lowered Del Sol I bought. I thought it looked pretty silly and changed it all out.
IMO if you want to keep lowered and drive rough roads you'll want stiff springs and more tire.

do you even understand spring rates... stiffer will make it ride even worse . more tire yes you're correct there op you've not told us nothing specific about your suspension set up ie what brands/model the part are and what wheels/tires you're running.

I wasn't thinking about a smooth ride, but rather scraping the bumpers and undercarriage less.

Whether he needs stiffer or softer springs depends on what he used to lower the car. 3" is a pretty healthy drop. So...hopefully he doesn't say he has just sleeves sitting over whatever shocks. 3" is a lot to ask for a non-shortened fixed height/travel shock.
