Default Lower than usual temp reading

A few months ago my hoses to my heater went. It being summer and me being lazy I just rerouted my hoses that were good and cut my heater out. This winter I redid my hoses but forgot to reinstall the little valve that cuts the heater out so its just always on now. However my water temp is reading about a quarter lower than it normally does. Before it read at about half way up the meter or so. I know that there are two ways an engine can die due to temp, Quick when in gets to hot and slowly when it runs too cold. But is it running too cold now or is it just reading off because the heater is always on? Thanks
