Default Low idle electrical problem?

Hey y'all

I've been trying to correct a low idle (200-400rpm) on my 2000 civic. I noticed that sometimes if I engage something electrical, like power window or headlights, the idle will come up to around 700 where its supposed to be and stay there, until I move and stop again, then it settles out low again. Anyone have any idea what that means?

thanks!

depending on what model you have you may need to clean out the metal mesh filter on the outside of the iacv
