Low idle car won't warm up.
Hey guys,
I have done some searching but I cannot find a combination of both my problems.
So I have a 1999 civic CX hatch. When I start my car in the morning it idles at 1000ish RPM then it drops to around 500RPM. While it is not a rough idle or wanting to stall it does seem low.
Now my only real reason for concern is the car won't warm up. I live in Alberta where it is regularly -20 to -35 C so it is nice to let the car warm up in the morning.
So my problem is with the low idle the car won't get above 63C/145F. Also it is plugged in at that time. Naturally I would assume the thermostat is no good it is clearly working as the car gets to the proper temp when running and does not overheat. However, when I am not on the gas the temperature will regularly fall to 70C/158F.
I have no codes and am not really sure what is causing this. I have cleaned everything, new spark plugs, wires and distributor.
Also in my searching I have seen a lot of guys with the same problem, but not much for solutions. Any ideas?

I doubt it as the car maintains a normal operating temperature when driving.
Previously in the past when I have had a car with the thermostat stuck open it cooled the engine quickly when driving in -20
