Default Loss of power for a few seconds when engine cold

My 99 civic ex 5spd will lose power randomly when cold. The engine does not die but will not continue to accelerate even under wot. It's generally doing it when pulling out of work when the motor is still cold around 3k rpms . I have found lots of threads about this issue but nothing with a solution and cannot find anything on Isis at work since I'm a tech at Honda. The car has a new fuel filter. Timing belt and valve adjustment. High idle valve. Plug wires. New battery. And I'm I'm positive all those parts are not causing it. Thanks for any info or insight
