loose bolts????

Default loose bolts????
i was removing stuff from my car today and i noticed 4 bolts that were no longer bolted onto my car. i have a 92 hatch. the bolts are right when you open the hatch, under the carpet. is this normal? i cannot seem to put them back in. i was rear ended a little while ago with little damage but i never noticed this before. im assuming that these bolts are important.help please!!!

Those bolts are what hold your bumper on.
They are VERY important!

above and to the rear?????

They would be where the box siderails go to 3 ply wide in bottom part of picture.
