sure you can, BUT you'll need a b-series tranny, b-series axles, b-series shiftlinkage, b-series mounts, and a b-series ecu (or chip p28)...
and yes, the longblock is heavier than the short because the head is ontop of the shortblock. so basically a longblock = shortblock + head
so you cant just throw in a b16 into your car without all the rest of the b-series components and NO you cant use your d-series tranny or other d-series crap.

ok man, yes, the B16A longblock will bolt right into a 95 cx, with the use of various civic and integra mounts. now, to inform you:
the shortblock is a block, crank, pistons, and rods (no head). the longblock is what people call the full engine, from valve cover to oil pan, all internals, intake and exhaust manifolds, throttle body, etc.

alright now that i got that out of the way, a long block is everything from the valve cover to the oil pan and every thing from the tranny to the timing belt. a short block doesn't have a tranny with it. but any B,C,D,H,F, or K series honda makes will fit in youre civic, some need special mounts though

i'm pretty sure that all b-series (besides the B20A5 from the 88-91 prelude Si, aka the red-headed step-child of the b-series family) use the same mounts (civic and integra mounts) and integra axles. not 100% on this, i've never owned an eg, i just work on em. do a search on here and you'll find all of your answers.
