How to fix it? I should have never worked...maybe the blinker fluid is low and that is the alarm you hear. 
If you want to make one, go to Radio Shack and buy a pietzo tweeter and wire it to your fuse panel in the correct spots.

You can't fix it to work cuz it's not broken. Search and there is a thread on it somewhere...very cheap thing to do. I think it might be the the FAQ list at the top of the forum...not sure though.
