I want someone to confirm this for me,

You need the B16 canister, unless yours is the same that comes with the B16.

Just wait until they pass federal emissions laws that make every state follow California's rules. I will laugh so hard when they do, and it will come with time. Then everyone will have to make their cars legal.

your ex canister might be the same. you should check the part numbers (www.hondaautomotiveparts.com)
Good luck with the process. Just got my h22 BAR'd...it was a pain, but well worth it

97' or 99' it doesn't matter, as long as it's there. When we perform a smog check we do three things, emissions-visual-&functional. if the canister is there, your good. We don't check for year it is. if your using the 99' canister just make sure it doesn't set a CEL.

Not sure if you are a Ref station or just a smog station, know that a Ref station will have a team of techs looking over your car.
I had my car BAR'd several years ago and it went under the proverbial "knife". There was one lead tech and 3 support techs. As long as you retain your emissions from your car you should be fine. Also, if there is additional emissions that are not on the car but are on the new engine, be advised to put that in as well.

One more thing, don't waste your time taking your car to a referee. Your car is legal as long as you stay within the engine size it came that year, your good. The civics came only in the b16, if you had a 2001 civic and wanted to swap a b16 then your gonna need a BAR label on it. If your upsize (B18,B20 H22) or downgrade then your gonna need to see a ref.

I don't believe the 1997 EK model that the OP is reffering to came equipped with the b16. If that is the case, OP will need to take the car to the reffing station due to the change of engine in the car.
Having the car BAR'd after an engine change will benefit the OP in terms of less legal issues when the car is ever inspected. Also the terms used by the ref station are as follows:
Engine Swap = Same engine/Same year
Engine Change = Different engine/Newer year

if it does pass then that just means all cars from the date that it passed on will be illegal its called a grandfather claus. if its already dont to the car before it was illegalized its still legal but you cannot mod the car anymore unless you change to new emissions.
