leak down test? valve seals?

leak down test? valve seals?
talked to one of my mechanics today and he said a leak down test will not show if your valve seals are leaking. he told me a leakdown test is a test where you pressurize the cylinders to see if the rings,head gasket,or valve seats are leaking. Anyone want to shed some light on this?
and is it 100% sure that if my turbo seals were leaking,my downpipe would have "wetness" to it? b/c if thats the case im going to take off the DP tomorrow and see if it is infact the motor,or turbo.

hahahahha anyone?
update: i took off my downpipe and there was NO wetness whatso ever on turbo or downpipe. could it just be that it was burnt off? or would there be wetness if oil was getting into the exhaust from the turbo

im pretty sure that's what a leak-down test checks for...
and i dont think doing a leak down on the motor will show any leaks on the downpipe...since its basicly "outside" the testing area....and yes im sure it burnt away..oil i mean..it didnt leave a stain???
run a searth..helps a lot
