kit car in cali?
 

who has or know how to register a kit car in california, what should i expect? do they inspect the whole car including engine or just minor thbings like lights horn etc

A specially constructed (SPCNS) vehicle does not include a vehicle which has been repaired or restored to its original design by replacing parts or a vehicle modified from its original design.

anyone kn ow if a jdm car can be registered as a kitcar? it technically doesnt resemble a honda civic in us because the steering wheel is opp. side..

The D.M.V web site has the guidlines for the SPCn vehicles, and a right hand drive civic is considered a GRey Market vehicle. The Air Resource Board is in charge of approving grey market vehicles. The B.A.R Ref. will smog Cert. a Grey market car only if the A.R.B sends you a offical letter stating that the car conforms with U.S. smog standards. In the case with the R.H.D hondas, these vehilces don't conform to U.S standards, therefore they are required to go to a A.R.B lab for smog retrofits. The cost to walk in the door to the lab is like $1500 just to have the car inspected for approval. This does not include the fees for retrofitment. This is the main reason why people don't have hondas (R.H.D) registered in C.A. The process is a bitch for a car not really worth the trouble. Also this is not a SPCN rather a Grey market. SPCN are cars are made from kits. The frame and everything is totally different. The B.A.R ref. will inspect the vehicle according to the year of the motor and put a B.A.R label on it. Last year, S.B 1578 was apporved this allowed 500 spcn vehicles to smog excempt. so theres no way to make it a kitcar? or does it really depend on the person inspecting it to let it slide?
and how do they have to retrofit it to be smog compatible, what if its already smog legal before they see it.. i jujst have to pay thier inspection fee?

The D.m.v has the requirements to what constitutes a kit car. I forget what they are but it has to be homemade frame up. Believe me i tried looking to see if a R.H.D car can slide by, but they can't because The Air Resource Board doesn't allow these R.H.D hondas for califonia use. A.R.B are in charge of all Imported vehilces.And if ref looks at it he will say that it is a Grey market and it needs to go to a lab for retro fit; hence this is not a S.P.C.N but a GRey market car and i highly doubt that a ref would risk his job to pass a illegal car. You can call the Air resource board for further information about there procedure on importing cars from Japan and the requirments.

I asked if I could register this, highway patrol/health department said it would be ok, just as long as it was OBD2, had OBD2 data-link connector, all emission components from OBD2 prelude, and had an air bag system and it was inspected at the highway patrol main office everytime registration season came around.

My opinion is....for a Honda, is it really worth it to go through all the trouble when everything can be done to convert your car to whatever model you want. You can get the JDm engine and accessories to convert your car. Even go to the lengths of RHD. Now if we are talking Skylines, that is a different story. Sure I had an RB20 in my 240sx, but it still was no Skyline...at least not a GTR. The only thing besides the legendary name would be the AWD. BUt for something liek a Honda, I dont see a real need. You have everything to make your car JDM available and cvan probably do it for less or about the same price as importing on of them and going through the legal mojo to get it streeatable or registered as a show car, etc

Id do the Attack if i had the money. Its a mid engine car, and mounts can be fabbed for any one of these motors with ease...
