No, it's pretty straight forward, just like any B swap.
Just make sure you have the right axles. I believe there's a discrepancy in axle size between the JDM ITRs and the ITRs. Maybe somebody can correct me on this but I'm just saying make sure you have all the right parts. Everything is pretty straight forward.

Yeah there are a few things you should know, and I'm guessing you don't based on your post. What year is your Del Sol, and what year is the ITR motor? Was the Del Sol made in Canada?
For the swap you need the following:
-Del Sol Vtec Linkage
-B-series axels
-Wiring harness
-ITR ECU
Shift Linkage will be your first battle. You MUST have the Del Sol VTEC shift linkage to make this swap work, you CANNOT use linkage from the ITR or any other Integra. The linkage costs about $210 from Honda, and is necessary!
You DO NOT need mounts! Most people think you need the Integra mounts, but you dont. I heard so many arguments over this so I tested it out on my personal car (B20VTEC Del Sol), and the mounts are identical and fit exactly the same!
You CANNOT reuse your D-series axels. You need to purchase Integra axels if you dont already have them.
If you have a Del Sol SI or VTEC that comes with a VTEC wiring harness, you CAN reuse it on the swap provided that you have the same OBD as the motor you're swapping.
Besides that you need to give us more info before we can say anything else.

He can use USDM ITR axles or JDM 96 spec axles.

I have no evidence to support this, but I heard that all Del Sols assembled in Canada are prewires for vtec. I have no proof what-so-ever, so I have been PMing people and asking them so I could come up with a conclusion. I cant find information on this theory anywhere. So, I was going to ask

You'll need everything as mentioned and a OBD1 to OBD2b conversion harness.

Yes. Only 98 spec JDM ITRs were 36mm

Yes you can, but preferably you will need the harness from a 96 because it will be a lot easier for you to have an OBD-2 harness.
All Del Sols were prewired for VTEC, regardless of the trim level
