Jdm d15b vtec redline
I have a 95 ex coupe with a jdm d15b vtec swap. Everything I read says redline @7200 and fuel cut at 7800. my car hits a rev limiter at 6500. I have a brand new distributor, spark plugs, and wires. as far as I know the vtec is working but I really don't know how to tell, still new to Hondas. I have no CEL. I have the p28 a02 ecu also. all help is greatly appreciated.

Does the cel light up when you turn the key over to start the car?
What trans in the car? Tire size? Is it possible the tach is off? Have seen that be the case quite a few times.

I was having the same problem. In first gear my engine would only reach 6700 then it would reach the real redline in the rest of the gears. As far as I know there is nothing wrong with that. My 98 civic ex also has the JDM d15b swap. Also, you will know when VTEC activates when your engine suddenly starts sounding different. Mine activates at about 5500rpm. Keep in mind that in order for VTEC to activate your engine has to be warm enough(about 1/3 of the heat guage) and your oil pressure has to be correct.

P28 ECUs activate VTEC at like 4400 RPM. You most likely won't hear or feel the crossover. You MIGHT hear it if you have an intake. You'll hear it less if your exhaust is loud.
Rev limit is set by the ECU. Not the distrubutor or engine or spark plugs. Only the ECU. P28s rev limit at 7400ish RPM no matter what engine is attached to it (as long as it sees all the sensor signals it needs)
Your tach might be off. Might also be worth it to check that the screen for the VTEC solenoid is clean. If you need to clean it....here's a tip: don't use brake cleaner on rubber gaskets.

Whan an extremely neat and helpful story B-serious's post was accurate. You having a 3" exhaust doesnt help the op.

VTEC crossover = 4800 rpm
Fuel cutoff = 7411 rpm

What I was trying to say is that he should feel and hear the VTEC crossover even if he had a loud exhaust because mine does and its the same engine.

Yes , I have a p28 on my sisters ZC and vtec crosses over at 4200-4500 and its faint , you can hear through the intake whistle
