JDM D15B 3 stage Vtec swap into VX

Default JDM D15B 3 stage Vtec swap into VX
Couple questions and yes i searched, not many threads on this.

-Where can i source the 3 stage D15B (96+) for reasonable price? cheapest i've found is $690 and doesn't even include ECU nor tranny.

-The ECU to go with it since it's 96+ is it running OBD2 plugs, but running OBD1 programs? Anyone can confirm this? I don't want to switch over to OBD2 since I'm in CA and want to make this not effect my smog.

that thing will get vx gas milliage at the same time as performing like a d16z6 witch pulls pretty good in a car as light as a vx.

shouldn't the hook up be strightforward on a vx? since it's both d15 with vtec.
