I'm guessing that it's the OEM crank pulley and pump. It's a swap from HMO...

BTW:
I looked up a 1994 Del Sol VTEC model p/s belt and it's a 4PK870, while the 99-00 Si uses a 4PK880 belt - looks like that's a good 10mm difference.
I was going to suggest the Del Sol VTEC belt, and this at least confirms that it's shorter than the EM1 p/s belt.

The EM1 belt is already too short. I guess I could just get them at the parts store to get me a bigger belt by looking it up by part number...

Oops my bad.
I thought you said the EM1 belt was too long.
There are a few different pump/pulley/bracket combos your car can have, so there won't be an end-all answer unfortunately.
Can you happen to see the number on the pump itself? The mounting bracket?
