your gonna want a 99-00 si ecu to run it and a obd2b y8 harness from a 99-00. granded u will probably loose one o2 sensor wiring because in ex's they were ran through the cab harness. u can take and repin one from ur old harness. or just wire vtec to ur current dx harness which i would find easier.

Your car is OBD2B. OBD2A is from 96-98 for Civics (except for HX which is wired OBD2A for 96-00). OBD2B is from 99-00 for Civics. To run the P28 you'll need an OBD2B-OBD1 ECU adapter harness. You can use your DX engine harness but you'll need to do a few modifications (3 wire IACV to 2 wire, wire in VTEC solenoid, VTEC pressure switch and the knock sensor).

being hes from cali hes gonna have problems tagging it using a obd1 ecu. even though this is probably the best way to swap but not if ur going to have emission issues.

Oh man, another thread of "how to swap". First things first, do it legit or don't do it at all. If you're not going to BAR it, I suggest you just turbo your D.

Judging by your post, you need to do a lot of searching and reading. There are info here that you can check out and read up on under FAQ. Being that your in CA as well, swapping can be tricky and if this is your first time. Hence like BAR referee. I just recently BAR'D my EH with a B18C1. So I'll help you what I can on that part.
Here's a list of what you need:
1) 99-00(EM1) Civic Si B16A2/S4C
2) 99-00 Civic Si axles/Rear T-mount
3) 96-00 Civic Ex/Si catalytic converter (if you can find it with the swap, great)
4) 99-00 Civic Si engine harness (should come with the longblock)
5) 99-00 Civic Si DOHC VTEC P2T ECU
6) Del Sol AC bracket
To make things easier, I would find a donor car that is wreck or just want to part out the whole engine swap. This way you won't be missing any knick knack parts and everything is original down to it's distributor and nuts and bolts. Also, try to find one that is low mileage. Take your time, get the right parts and do it right the first time.
These are the basics you need.

If it's coming out of a 91 Civic, then most likely it's been raped and it's OBD0 and its JDM. A few things to look for before you jump the gun. Do a compression test to see if it's healthy. Second. Is the head at least a 00? Reason why I asked is because I think the Ref stations(smog and inspection stations) smogs JDM motors now. If so you can use any JDM block but the head has to be the same year or newer. Next is definitely you need a Si harness.

Yes you can. As long as the head is the same year or newer and it meets that year's emissions. So if he has a complete 2000 PR3 head with a JDM bottom end with the CFK sensor with a P2T ECU, he should pass inspections. Now, we can't tell if he pass smog or not, that's up to the sniffer.
