Default jdm 1993 b18c eg iacv problem

ok well my car idles to high, around 1200rpm and 1700rpm when cold
my car isnt throwing a code at all but i know its the iacv because while its running i unplug the iacv the idle drops down to perfect also when its plugged in the iacv makes a humming noise (very annoying)

i have cleaned it twice and no change
i also borrowed another iacv and put it on and no change
i also checked the iacv voltage and its reading 13v (which i believe is too high)
i also checked the wires to see if the connections are good and they are

so im stumped... im a noob

everything you describe makes it sound like your IACV is working just fine. the iacv should drop idle when disconnected. it sounds like your base idle is high or you have a vacuum leak. you need to search for the leak, adjusting the fitv is another good suggestion as mentioned above.

if you are absolutely sure that you do not have a leak then you adjust the base idle. disconnect the iacv, jump the service connector and set the idle screw so that you are idling at about 400-500. when you plug the iacv back in your should be right around 750.

well i checked for vacuum leaks and there was none
next i adjusted the fitv which just lowered my idle at cold start now its like 1500rpm
adjusted the base idle to 450rpm and right when i was done i plugged the iacv back in and it went right back up to 1100rpm

and the iacv still makes the annoying humming noise to it seems the iacv just stays fully open all the time
