The tail lights or headlights are really not DOT legal. The tail lights don't have the side reflector and the headlights don't have the bulb shield (at least for the 96-00 Civic headlights). But no one really cares about the tail lights, but you might get pulled over for the headlights since they seem brighter.

I guess if it really puts a happy feeling inside of you knowing your tail lights cost you 400 bucks go ahead, But no normal person strolling down the street is going to be like woahz! thats hella jdm.

nobody really cares I mean ... people with HID's blind the other drivers and cops they don't seem to give a F*ck about it.
If you get pulled over tell the cop that your lights are mad JDM and he will let you go

The headlights on '96-'98s also don't have all the reflectors required in the US.

Pretty much. An eagle-eyed cop or an inspection officer might notice the missing reflectors, but that's why you keep a set of stock USDM lights around for inspections just in case.
As with many modifications done to Hondas though. The only people that notice them will be the people who are into Hondas and the people who's job it is to notice those things.
