If you did the test exactly as I mentioned, it eliminates only the ECU from the fuel pump circuit. You said when you did the test, the pump always primed, but when you reconnected everything and used the key, the problem returned, thereby pointing to an ECU issue. Repeat the tests to see if you get the same or different results.
Also I just went outside right now and it took 4 minutes for the fuel pump to turn on but I turned my heater on low this time which didn't seem to help much considering the car wasn't on to provide actual heat.

Do the tests multiple times. If the pump runs every time you ground A7, but the pump intermittently fails when you turn the key with everything plugged in, the ECU is likely the problem.

There are also a couple of electrical tests that can be done to verify.

I put ground to A7 and every time it works I turn the key on it turns on I turn it off the pump turns off. Works like a charm every time when i supply the ground but does not work when I plug in the connector... Even though this is a new ECU.

Harbor Freight Tools has an inexpensive one, if you need to save money.

Unplug ECU connectors A and B.

Turn key to ON(II).

Measure voltage to body ground at ECU connector pins A25 and B1.

Turn key OFF.

Measure continuity to body ground at ECU pins A23, A24, A26, and B2.

There is 12v at A25 and B1 and there is continuity at A23 A24 A26 and B2.

Return the remanufactured ECU. It's almost surely bad.

We stuck a thin wire into the pin A7 supplying ground to it manually with everything plugged in and the fuel pump ran but the CEL did not turn off and the car wouldn't start even though the fuel pump was on. We then took the wire out and left the key in for no purpose and a minute or so later the relay clicked Fuel pump ran CEL turned off and they car started right up.

No I turned the car off let it sit for a few minutes turned the key to ignition and I had to wait about 3 minutes for the pump to turn on and for the CEL to turn off.
