Solved.
Replaced slave and master cylinder, issue disappeared.

'95 EX

Started a couple days ago. Just a little past the pedals free-play when I press the pedal down I get an audible popping and I can feel it. It's like something is catching onto something.
I thought something may have just worked it's way loose so I went over the clutch pedal bracket, the master cylinder, and the slave cylinder and everything is nice and tight.
Now here's the weird thing. I've noticed this happens all the time whenever I use the clutch pedal after moderate to heavy deceleration or braking, it's like the force/motion from decel and braking is moving something where it's not supposed to be. Then as soon as I accelerate and cruise afterwards the popping will completely stop all the way up until my next deceleration.

What in the world would cause it to do this only after decelerating and braking? Something internally loose in the master cylinder or slave? I have been steadily loosing fluid but it's a very slow loss.
I've tried having someone repeatedly press the clutch pedal while I searched for the popping but since the cars not decelerating the popping just completely ceases...
