Default Integra Brake swap, horrible pedal feel?

Like stated, full dc brake swap. I used the booster, master cylinder (15/16th) and 4040 prop valve out of a 90-93 rs, same part numbers as the 94-97rs. I have bleed the brakes quite a few times now. When the car is off i have a very stiff pedal, but as soon as i start the car the pedal drops quite a bit. The brakes dont seem to grab well until the pedal is more than 50% depressed. I have checked for leaks, i bench blead the mc, the pad still have 75% life. I and running out of ideas. My confidence brakeing is not really there and thats somthing you definatly want to have. Should i adjust the booster pushrod? im really dont knowwhat else to do besides just keep bleeding and hope it gets better.
