if the check engine light doesn't blink or come on at all, either you don't have the plug shorted,or there's a faulty ECU.if there are no codes, the MIL will stay on constantly when shorted.

the plug is GREEN or GREY not blue. Check around the ECU for all the wires... its there somewhere. I couldn't find it at first either on my OBD2 and was close to using the blue wire but then I found it. It was covered with a Green plug of some sort.

Mines blue and it's an OBD1 civic, so there are some variences.

does the ecu light blink at all when the key is turned to acc2 while the plug is jumped? and you are using the plug w/ 2 holes & not the one w/ 3, right?

You may be accidentally jumping a test harness for the SRS, look for a gray plug up in behind the glovebox.
