ignition coil resistance

Default ignition coil resistance

The honda manual calls for 12000-22000 oms of resistance across the secondary winding but when i check it it only has 9000 oms at around 80 degrees air temperature is it possible that this is a bad coil because the car has no spark .
The coil has 12 volts power going to it and the icm has power going to it also could this be a bad coil thank u for your help guys.

it is more than likely bad... put in a new one
