idling problem. i've done a search.

I have a 92 si hb and i went to get the car smogged and it didn't pass because of the ignition timing. I cleaned out the IACV and bought a brand new distributor (oem honda). The idling dropped from 2000 to 1100. i went to take the retest and still didn't pass because of the ignition timing. can you guys give me any suggestions on what to check. thanks for any suggestions
