Idle problem with Civic VX

Idle problem with Civic VX
I have a Civic VX with the stock D15Z1 engine and everytime I turn the A/C on, the idle decreases a bit. In addition, when I am driving and slow down to a stop in neutral, I notice that the revs start to fluctuate to the point of stalling and then it ceases once the car stops at a light or at a stop sign or whichever.
Any idea what it could be? I thought it was the O2 sensor affecting it so I got that replaced but still has the same problem.
I tried searching for it, both using the Search engine on the forum as well as Google Search but no such luck.

the a/c thing is typical. Mine does it too, but I havent used my a/c since the beginning of summer since I'm pretty sure I'm low on freon.
Are you saying when you're using the a/c the car's idle fluctuates when you slow down? Or it doesnt matter?

Correct vtecgrrl, it's when I use the A/C the car's idle fluctuates to the point of nearly stalling.
