idle drops when radiator fan kicks on?

idle drops when radiator fan kicks on?
hi all....
im getting my car back on the road after being a 2 year gararge queen..(i still start her up every week or 2)
i have a 96 hatch with a jdm b16, jumper harness to run the jdm b16 ecu.
motor is fine..pulls hard and starts up with no problems..
so recently when i come to a light or sitting parked...the idle would drop when the rad. fan kicks on or when i use the wipers or cabin blower..
idle will drop then surge a few times..by then i would blip the throttle and then idle goes back to the normal ...
if i dont turn anything else on (blower/wipers/lights) ...idle will just drop when the rad. fan kicks on..
but lets say if i have the wipers on also....the idle will SURGE...
...and if i blip the throttle...idle goes back to normal..
where can i check for something like this...
gonna check the voltage on the battery and alternator tomorrow...
double check the grounds..
anywhere else i should look at.?
or have an idea why its doing that,/.?
