Idle adjustment? proper how to?

Idle adjustment? proper how to?
'99 b16a2, just rebuilt and dropped back in, wouldn't idle well (too low), mechanic adjusted the timing to 16 deg BTDC, and used the screw on the bottom of the throttle body to adjust idle up to 750 +/-....
Plugs/cap/rotor in good shape, air/fuel filters ok, evap system working properly, no CEL.
Now the engine idles perfectly when it's warmed up, but feels as if it's choking or getting too much fuel when at cold/fast idle, and doesn't drop down through fast idle the way it used to, if you tap the gas it bogs slightly then idle gets a little lumpy and feels like it wants to stall (but doesn't).
WHAT IS THE PROPER WAY TO ADJUST IDLE SPEED FOR THIS MOTOR???
