Idle Adjustment problem?

Idle Adjustment problem?
I've been reading my Haynes manual on adjusting the Idle and have done exactly what it says. But when I unplug my IACV and try adjusting the screw my Idle doesnt change. If I turn it right the car will want to die which is expected cause you are lowering the idle, but if I turn it left it only goes to about 200-300 rpm and thats all.
Im supposed to adjust it to 650-750 but it will not let me. Does anyone have an idea what could be causing this problem? I have no cel light or anything that could lead me to think that something might be wrong with a sensor or something.
Could it also be a problem with my gasket on the throttle body, cause it was made by a shop here and maybe the hole isnt big enough, im not sure just thinking.

from my history i either adjusted the cable on the throttle for small cahnges, but larger ones i would use the screw on the throttle body, but i never unplugged the IACV.
you also might try checking your ecu for codes, bmaybe your IACV is bad. if this is the case simply reset the ecu. if the problem consists take off the iacv and clean it out. i say this only because IACV are pretty expensive.

yeah my IACV is brand new, I bought it cause my Idle was really bad. The reason why I unplug the IACV is cause the manual says to do it, so I figured thats what im supposed to do. Ive also tried to adjust my throttle cable but then it idles to high cause i have to tighten it a lot to make the changes. Well I will try to adjust the screw and see what happens without unplugging the IACV. Thanks!

well I tried adjusting the screw without disconnecting the IACV and it wont raise the RPM, it will lower it but it wont rise any higher.
