IACV Whine??

IACV Whine??
Alright this is probably a meathead question, but is the iacv supposed to whine? I mean even with the bolts tightened all the way, there is still a high pitched whine coming from the hole that feeds air to the iacv in the throttle body. The TB gasket is brand new, so its not that. The screen is clean, and the rubber 8 gasket is still in good condition. Even with the intake on theres still an annoying VREEEEEEEE!!. Any thoughts?? My intake(i think its the cause) makes a whistling sound when im at 1/2-3/4 throttle and its under a load(wont do it w/ car being still). It drives me nuts, its same sound as squeeking brakes-lol.

Turns out it was a tb gasket problem...after the rest ofthe old one was scraped off and smoothed over with 600 grit sandpaper, the new gasket was put on and it got rid of that annoying noise.
