Default IACV Problem! Help!!! :(

I have a 1997 Honda civic hx coupe. It has a 2000 honda civic ex swap in it, But the problem is its throwing a check engine light.. The only code its throwing is the idol air control valve code, The car idol's REAL LOW im talking below one, almost touching zero, Sometimes it even bogs down and stall's! Now i replaced the IACV and it takes no action, I look at the plug and its sort of hacked up, you can tell its been cut up so its taped, It has a Yellow and Blue wire attached together, Next to it dangling is a orange, or maybe red wire with no home.. Does this " orange " wire belong with the yellow and blue ? . Please help me, thanks a bunch !

The IACV has two wires, right? Solder and shrink wrap them.

D16Y8 engine, right? What transmission and ECU do you have?

its a y8 yea, and im guessing the regular stock one? The ecu is the obd1 p28. I'm looking to switch it over to the obd2 p2p so it matches the motor, i got the car with the p28, i just wanna get this idol thing situated first.. And is it two wires, just blue and yellow or does the orange or red one to ? I got a little confused when i saw that wire dangling off the side with no home, so i started wondering what if.. you know?

Did the EX engine come from a manual or automatic transmission Civic? What wire harnesses were used for the swap?

Was the 97 HX manual or CVT?

it looks like it was a auto swapped to a manual. I don't think they swapped out the wire harness, there's a bit of electrical tape around and stuff, looks like they did it them selfs. witch i hate hack jobs like this.
