Default IACV and idling problem

1998 civic stock d16y7, car was throwing an IACV code but was still running (poorly). I replaced the IACV and the code went away but now the car will not start, it cranks and tries to start about 3 times then just keeps cranking. I pulled the plugs and theyre covered in gas so the car is getting fuel which leads to no spark, but I checked the spark and its sparking. My only thought is the car is not getting enough spark the real kicker is that there is no CEL which makes this even more difficult. Any help is appreciated...thanks

make sure your wires are correct, also replace the plugs, check all grounds, make sure your battery isnt dead

Have you tried starting it with the throttle partially open? What about the fuel pressure regulator? Does it have gas in the vacuum hose? If it does, the diaphragm is leaking and not regulating pressure. What does the timing look like? Did you get a nice blue/white spark when checking? Check grounds, like namewasdallas suggested. Make sure they're all clean.

What color is spark at the plugs? Any CEL codes? Have you checked the mechanical timing?
