I want to buy this swapped '96 Civic but I have questions.

I would change up the look on this for sure if i purchased it but i gave him a call and he said the ecu sensor went out? the car only goes up to 3500rpms only. Would this be worth purchasing and fixing whatever is wrong with the ecu?

definitely a scam of some kind... i wouldn't buy anything from someone who couldn't spell header, exhaust and there's no such thing as an ecu sensor. getting new paint and fixing whatever else is wrong with the car might easily cost you 2500...

I wouldn't do it.
Somebody that ignorant, probably beat the car to hell, and OBVIOUSLY didn't maintain it if he think the ecu "sencer" is out lol.

I know you might want a newer model...but ^ those all seem like much more viable options than what you're currently looking at.
The car was probably bought with the swap, painted like hell, some jank-*** body work done to it in the process, driven like ****, maintained like dook, pot smoked in the interior, and if you're lucky it might have super cool neons all on the inside of it with some legacy subwoofers in the back.
De-ricing that car will take about 500-3000 for the paint, 100+ for new headlights. Those look like they've been tint-sprayed...and if you remove it and polish them more power to you but who knows what kind of shape they're in under that. The interior probably has red vinyl paint on the vents and handles. There is probably some dangerous wiring issues from half-assed audio work. Then god knows how much on back-pedaling the maintainence that has been neglected for years.
Good luck, check out some of those links I posted...I honestly wouldn't mind having that white hatch myself.
