Default I think my connector was kidnapped

Good day Honda Techies

I'd like to see if you could help where other mechanics have failed

I own a 1999 Civic EX-R Automatic 4-door Sedan.
that R is not a typo, that is the actual trim of the car.

From research, i gathered this is a Mexican Trim, and it seems for the most part to be built just as the manuals say it is.

While researching a strange sometimes-starts-sometimes-doesn't problem, I figured the best place to start would be with the CEL.

The only problem is... There is no connector.
No OBD1 or OBD2 connector.
No 2 pin service connector

There is nothing on behind the side kickpanels, nothing under the steering column, nothing by the fuses, nothing behind any ashtray or radio.
I took out the glove box and as you can imagine, nothing. Looked all around the Hvac housing, nothing what gives?

The ECU seems have a strange revision that I have not seen mentioned anywhere: 37820-P2P-X91 incase that offers any clue as to where to look.

The only thing I have is a 18 pin yellow connector akwardly sticking out behind the carpet on the passanger side.

Anyone happen to have experience with this kind of issue?

If your car is from Mexico, You may be out of luck regarding an OBD2 connector. If I recall correctly, OBD2 wasn't required in Mexico until well into to the 2000's. Maybe 2005 or 2006.

There has to be something for DTC code reading. I'm not sure where exactly.

But, your connector hasn't been kidnapped, it just never existed.

Already looked, no luck
I've definitely lost hope of finding an OBD2 but surelly there's gotta be a way to find those codes.

Where do the wires of the 2 pin connector end up? Maybe I should try to track it down from the source. I think i'm willing to strip up all my pretty wire bundles and take my dash apart to find out, this is driving my crazy
