I've never read a sentence in my entire life that makes less sense than that one.

periods and commas are your friends.
"i have a 99 GSR motor in my 92 CX. can i use the 99 GSR ECU?"
is that what you're trying to say?
well the ECU is OBD2, and your car is OBD1. if you changed the harness, then sure you can use it. if you didn't, then you have to get an OBD1-to-OBD2 converter. you can also just get a 94-95 GSR ECU (OBD1), and use that. or you can get a P28 (92-95 Si) ecu, and have it chipped to GSR specs.
