Default i am having a overheating problem i can't understand, please help!!!

okay my car just started overheating today, it doesn't overheat while i am on the freeway, only when i am driving slow or in stop and go traffic, i found out that my radiator fan doesn't turn on any more so i know that is a problem. i changed the coolant fan switch, the one that comes of the thermostate cover, then i also replaced the coolant sensor that is on the side of the block right below the oil sensor i think it is the oil pressure sensor. Anyway after i replaced the coolant temp sensor that trips the fan it still doesn't turn on so to make sure that the fan still works i stuck a paper clip on both of the prongs of the switch and the fan turned on. so all i can think of is it is the coolant temp sensor but it is brand new. Also the car is now idling at 1500 RPM which is to high i know but i don't know how to turn it down, also between 1500 and 2000 RPM it acts as if the engine is going to die dropping down 200-400RPM then reving right back up to wherever it was before. I don't know what else to do other than replace the plug again cuz maybe i got a bad plug. Please help me if you have any ideas or if you have ever experienced a problem like this before thanks

I am running a JDM B16a with DC headers and aem intake,p28ecu chipped ( i don't know exactly how they tuned it it came with the car when i bought it. I havn't changed the thermostat yet i thought about it but if it stuck open when coolant temp got high enough the fan should kick on anyway, which it doesn't, and if it stuck closed then it would overheat on the freeway too. thats why i am confused.

well, honda fans on know to take there time to turn on, how long are you waiting to see if the fan kicks on?

also, did you burb the system after changing the sensor.

wait until the car cools, open the radiator cap, start the car, add fluid until it's topped off, system is burbed.

WTF that is not how you "burp" the system.

As said, do not open rad cap when hot but start car and take off rad cap. Let the car idle for about 20 minutes with the heater on full blast. Add coolant as necessary and keep watching rad fluid till no bubbles are coming up to the top, then you know the system is properly burped. This is how the book says to do it also.

PS...honda fan kicks in when my oil is at 150 F degrees. I don't have a water temp gauge otherwise I could tell you exactly when it turns on.
