Ummm...try the "arhived content" option. It should become the best friend to newbies.
to answer your question; hubcentric rings alow "universal" rims to sit perfectly in the middle. The rings fills the gap in between the center bore of the wheels and the wheel register.
OEM wheels are already hubcentric. However, 99% of aftermarket wheels are NOT, because it must be applicable to different cars with different hub sizes.
