Get housing outside of Pierce/King Counties and you shouldn't have to deal with emissions. I know of a few cars that couldn't pass the mustard in Pierce/King ending up getting licensed in Thurston or further south.

If you register the car at a DOL office outside the King/Pierce border and use an address with a zip that doesn't trigger the flag, you should be able to forego the emissions test. That test is usually only required for people living (main residence) in the greater metro area that generally runs from around Everett to South Tacoma.

I'm not really sure how they deal with a Fort Lewis 'on campus' resident but I'm thinking that falls into the greater Tacoma area which requires emissions testing.
